Bipartisan Majorities Support Carbon Capture and Storage Technology to Reduce CO2 Emissions

Significant Numbers of Republican, Democratic Voters Say ‘Yes’ to CCS

A new Better Regulation Project survey finds significant majorities of voters support the United States taking steps to reduce carbon dioxide emissions and an energy policy that prioritizes projects that deploy carbon capture and storage (CCS) technology.

This report comes nearly 19 months after President Biden signed the Inflation Reduction Act into law, which included provisions to reduce consumer energy costs and increase American energy security while substantially reducing greenhouse gas emissions. The survey assesses the sentiments of registered voters regarding the excess of carbon dioxide in the atmosphere, carbon capture and storage solutions, and actionable steps both businesses and the federal government should pursue to strengthen the nation’s energy and climate future.

The Better Regulation Project survey of 800 registered voters conducted February 21 to February 23, 2024, finds:

  • Support for CCS is bipartisan: 86% among Democrats, 70% among Republicans, and 75% among Independents.
  • 77% of voters support the use of CCS technologies and 70% support the federal government’s tax credit that incentivizes businesses to develop the technology.
  • 62% agree that investing in CCS technology for fossil fuel plants is essential for making them more environmentally sustainable.

By sizable margins, voters are concerned about excess carbon dioxide in the atmosphere:

  • 84% are concerned about excess carbon dioxide in the atmosphere (45% are extremely or very concerned).
  • 76% believe that excess carbon dioxide is a major contributor to climate change.
  • 55% say it’s either extremely or very important for the U.S. to invest in CCS as part of its overall strategy to address climate change.

Voters are relatively well-informed regarding CCS and eager for action:

  • 40% have heard about carbon capture and storage technologies, while 36% have heard or read about these technologies in the last year.
  • There is overwhelming support for both businesses reducing the carbon dioxide emissions they emit (84%) and federal government taking action to reduce these emissions (79%).
